SUPERVISORY CONTROLS:
Works under the guidance of the CYS Coordinator with direct input from the Soldier and Family Assistance Center (SFAC) Director. Performs special functions coordinating and implementing outreach programs and pilot initiatives under the overall direction of the SFAC in coordination with the MWR Director and CYS Coordinator. Majority of assignments are preformed independently with technical assistance from the CYS Coordinators when required.
MAJOR DUTIES:
At a Garrison with a large population of Warriors in Transition (WT) and dedicated SFAC for WT support, works for the Child and Youth Services Coordinator in assisting the garrison SFAC CYS program determine and establish the required services on and off post to meet WT Families needs. Works at the SFAC location and collaboratively acts as a liaison with other SFAC agencies, WTU and local child care resource and referral agencies, local schools and School Liaison Officers, the National Association of Child Care Resource and Referral Agencies (NACCRRA), other military services, and other garrison CYS program managers to define and coordinate Army Operated (on post Child Development Center, Family Child Care and School-Age Programs), Army Affiliated (Army Homes Off Post) and Army Sponsored (Army Child Care in Your Neighborhood, Army School-Age in Your Neighborhood, Army Youth Programs in Your Neighborhood, Military Child Care in Your Neighborhood) child care spaces to support WTs.
Serves as the CYS liaison to Medical command, Warriors in Transition, their Families and their appointed Care Givers. Coordinates services for children and youth to support WT Families' needs providing access to a full range of established Garrison and community programs. Applies professional knowledge to plan, implement and oversee CYS Outreach Services program components: Parent Liaison Services (Parent/Youth Advisory Groups, Parent Education, Special Needs Resource Team (SNRT), Parent Involvement Opportunities); Community Liaison Services (Child and Youth Action Councils, BGGA affiliation, 4-H Clubs/Extension Services); CYS Liaison Services (Central Registration, MAC Plan, ICYET Process, Special Events, Promotional Tools); Outreach Care and Supervision Options ( Babysitter, On and Out-Post Referrals ( e.g., Contracted Child Spaces). Provides program oversight and accountability for the performance of staff and the safety and well being of children/youth IAW DOD, Army and local policies and standards. Ensures program is age appropriate and meets the needs of WT Families. Ensures staff follows risk management procedures and SOPs to support SFAC Outreach Services program goals.
Validates eligibility and registers WT Families for all required programs for children and youth. Implements and monitors DA policies related to Outreach Services for WT Families, e.g. fees, baseline programming, space allocation for WT support. Prepares operating procedures to anticipate WT needs and trends and documents in the Installation Child and Youth Operations Plan. Inputs Family information and track needs in the Child and Youth Management System (CYMS) database (input, retrieval, and maintenance) to collect and ensure accurate CYS information on patrons, enrollment, number and type of services delivered, funding requirements and annual reports. Utilizes CYMS to oversee statistical data for CYS and WTU reporting purposes IAW higher headquarters and statutory requirements.
In addition may provide oversight of SFAC CYS programs to include but not limited to: Babysitters, on site hospital child care, SFAC child care, Contingency Services. Subject Matter expert on SFAC Outreach Services for child and youth issues. Prepares reports and conducts briefings as needed on matters pertaining to CYS. Monitors demand for child care influenced by the WT Family needs, and construction of interim/permanent facilities. Attends garrison-wide planning meetings and conduct briefing on program updates and goals as required. Conducts and/or coordinates training in support of SFAC CYS programs. Works closely with other CYS program Managers to ensure seamless delivery of quality options for SFAC CYS patrons.
Coordinates and serves as a member of the Installation Child and Youth Evaluation Team, Mobilization and Contingency Planning Team, Installation CYS Operations Plan Team and others as appropriate, to ensure compliance with regulatory requirements and CYS baseline standards. Ensures program contributes to achieving and maintaining DoD Certification.
Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions to provide outside-of-normal-duty-hours child care services in support of contingency, WT Family needs and transition child care needs. Supervises and evaluates employees based on established performance standards. Provides appropriate staff professional recognition and/or disciplinary action, promotes direct staff IAW Child and Youth Personnel Pay Program (CYPPP) guidelines. Supports and budgets for staff annual training requirements, ensures timely personnel actions, and provides training for employees as required. Supports all EEO and AA objectives.
Develops and executes SFAC program budget for CYS budget. Manages program to budget. Conducts written analyses of budget variances. Prepares justification for funding of program resource requirements.
Coordinates the CYS SFAC Marketing Plan. Conducts/coordinates on-going SFAC needs assessments and patron surveys and analyzes results.
